In reply to your Confidential Despatch of the 3rd. May, I have the honour to confirm my telegram of the 30th.
May which was as follows: -
Your Despatch of 3rd. May would be glad if Carpmael could be transferred immediately as a temporary measure pending arrival of Governor. If you concur would be glad if you would give instructions accordingly to
Commissioner of Wei-hai-wei.

You will recollect that on the 22nd. of last
November Sir F. D. Lugard telegraphed a request that four cadets in all should be appointed in 1911, but that only two were actually appointed as you explained in your telegram of the 23rd. November that, if two more appointments were to be made, it would be necessary to go very low down the list and you therefore considered it desirable to wait until this year.

The difficulties set out in Sir F. D. Lugard's Confidential Despatch of the 27th. November last still continue and I concur in the opinion that the number of cadet officers should be increased. I should therefore welcome the immediate transfer of Mr. E. Carpmael as a temporary measure, pending the
